Proposes amendment to Article I of the Delaware Constitution to add Section 21 establishing equal protection guarantees based on race, sex, age, religion, creed, color, familial status, disability, sexual orientation, gender identity, and national origin.

Requires two-thirds concurrence of both houses of the General Assembly for passage as a constitutional amendment.

Enshrine equality as a constitutional value requiring strict scrutiny for any unequal treatment or discrimination against members of protected classes.

Enables Delaware courts to establish their own rules for proving equal protection violations under state law reflecting Delaware values.
