Prohibits political subdivisions (counties and municipalities) from enacting or adopting sanctuary policies that limit communication or cooperation with federal immigration authorities or grant unlawful presence to illegal aliens.

Makes political subdivisions ineligible for state funding from any state agency or department if they enact or adopt a sanctuary policy, with eligibility restored only after the policy is repealed or no longer in effect.

Allows any member of the General Assembly to request the Attorney General issue an opinion on whether a political subdivision has policies in violation of the sanctuary policy prohibition, upon complaint by any state resident or prior to awarding state funds.

Requires the governing body or chief of police of each political subdivision to provide written notice to all law enforcement officers of their duty to cooperate with state and federal agencies on enforcement of state and federal immigration laws.
