Removes the definition of "essential worker" from § 3133 of Title 20, eliminating restrictions on who can receive medications during public health emergencies.

Expands medication delivery eligibility from "essential workers and their families" to all "individuals" during impending, probable, or actual public health threats or declared emergencies.

Changes references from "In-State Stockpile" to "State or Federal Stockpile" to align with federal Strategic National Stockpile program requirements.

Removes the requirement for individuals to complete prescreening assessments "for themselves and each family member" and simplifies it to annual individual assessments only.

Enables the Division of Public Health to meet CDC Public Health Emergency Preparedness grant requirements to distribute prophylactic medications like antibiotics to Delaware's entire population within 48 hours during emergencies.
