Establishes Delaware's maternal mental health care policy to increase identification and treatment of maternal depression in women who have given birth, with goals of reducing child abuse/neglect and need for inpatient treatment

Requires the Department of Health to develop and maintain written materials about maternal depression symptoms, coping methods, and treatment resources, and post them on its website

Mandates maternal health care providers (physicians, midwives, nurses, physician assistants) to provide depression materials to any woman showing signs of maternal depression and encourage sharing with family members and caregivers

Requires hospitals and health care facilities to provide maternal depression materials upon discharge to women presenting with symptoms

Directs the Behavioral Health Commission to assess and recommend improvements to the materials, and authorizes the Department to develop compliance regulations
