Establishes the Office of School Criminal Offense and Bullying Ombudsperson within the State Department of Justice to oversee both criminal offense reporting and bullying prevention laws in schools.

Grants the Ombudsperson authority to investigate complaints about criminal offenses and bullying incidents on school property, alleged failures by school officials to report such incidents, and to initiate independent investigations without requiring a specific complaint.

Requires school districts and charter schools to notify parents, guardians, or relative caregivers of bullying targets or perpetrators and provide them with a form describing the Ombudsperson's role and contact information.

Mandates schools report all reported bullying incidents to the Department of Education within 5 working days regardless of whether the incident could be substantiated, and requires notification of all involved students' parents, guardians, or relative caregivers when the report is made.

Requires school principals to report assaults committed by students against other students to the Department of Education from September 1, 2016 through March 31, 2017, including facts and injuries, with the Department compiling and submitting a de-identified summary to the General Assembly, Governor, and Department of Justice by May 1, 2017.
