Amends § 1204C of Title 6 to clarify that online marketing or advertising prohibitions to children apply to sexually-oriented material as defined in § 1602(18) of Title 24 that predominately appeals to minors' prurient interests and lacks serious value for minors.

Amends § 8105A of Title 14 to change language regarding student data disclosure, requiring recipients of data disclosed for K-12 school purposes to comply with §8104A and paragraphs (1) through (3) of that section.

Changes the effective date of Section 1 (child online marketing prohibitions) from "the first full year following the Act's enactment" to August 1, 2016.

Sections 2 through 4 become effective upon the Act's enactment into law.
