Expands work referral programs to allow individuals with civil violations (not just criminal offenses) to work off fines and costs through labor supervised by state, county, or municipal agencies

Work credits are calculated at the federal minimum wage rate, with hours worked reducing the outstanding balance until fines and costs are fully discharged

Failure to participate in court-ordered work for civil violations cannot be punished as contempt of court, unlike criminal fine cases

Unpaid civil penalties for individuals who fail to participate in work referral may be transferred to the Office of State Court Collections Enforcement for collection

Aligns Title 11 provisions with existing Title 21 provisions that already permit work referral for civil violations
