Requires persons applying for building or construction permits to certify that the construction does not violate any deed restrictions applicable to the property.

Requires applicants to acknowledge that violating a deed restriction may result in legal action by parties authorized to enforce the restriction.

Makes applicants liable for court costs and reasonable attorney fees incurred by those enforcing deed restrictions.

Applies certification requirements to permit applications under Title 9 (§2510, §4402, §6302) and Title 22 (§116) of Delaware Code.
