Adds new offense of confining an animal unattended in a parked motor vehicle in conditions that endanger the animal's health or safety to Delaware's animal cruelty statute (§1325).

Authorizes law enforcement officers, animal control officers, animal cruelty investigators, and firefighters to use reasonable force to remove animals from vehicles under these conditions; requires reasonable efforts to contact the owner and provides written notice procedures.

Exempts legal transportation of horses, cattle, swine, sheep, poultry, and other agricultural animals in vehicles designed for such transport from the confined animal provision.

Provides immunity from liability for vehicle owners and animal owners for injuries suffered by persons rescuing animals from vehicles under this section.

Changes first-offense misdemeanor warning requirement and Superior Court exclusive jurisdiction provisions to apply to both animals left in motor vehicles and dog tethering violations.
