Changes the Domestic Violence Coordinating Council's leadership elections from annual (December) to biennial (first meeting of odd-numbered calendar years) for two-year terms

Moves the Council's annual report deadline from September 15 to October 15

Expands the definition of "near death" from victims "in serious or critical condition as certified by a physician" to those who have "suffered life threatening injuries"

Requires the Attorney General, Department of Services for Children Youth and Their Families, and other agencies to report domestic violence-related deaths or near deaths to the Council within 14 days

Expands the Fatal Incident Review Team from 7 core members to 12, adding the Chief Defender, Superior Court President Judge, Department of Correction Commissioner, a batterers' intervention program treatment provider, an additional victim advocate, and a domestic violence victim
