Establishes the "Work a Day Earn a Pay (WDEP) Public Works Jobs Program" to provide entry-level employment for unemployed, at-risk, or disadvantaged individuals ages 17 and older who are drug and alcohol free.

Authorizes annual appropriations not to exceed $2 million from the State Strategic Fund to support the program.

Program shall offer temporary employment in public works, litter control, river and stream cleanup, park cleanup, and housing renovation projects while teaching job skills.

Places oversight and administration of the program under the Council on Development Finance, which may delegate administration to non-profit agencies and shall accept grant applications beginning October 1, 2016.

Requires the Council to establish measurable goals, track progress, and submit annual reports to the Governor and General Assembly detailing implementation results and barriers to program success.
