Allows the Insurance Commissioner to delegate powers to authorized representatives in addition to existing categories of Deputy, examiner, or employee (Section 1).

Extends immunity from liability for communicating information to the Commissioner to include investigations and regulatory inquiries, not just examinations (Section 2).

Authorizes the Insurance Commissioner to suspend or revoke an insurer's Certificate of Authority for violations of other Delaware Code titles applicable to insurers, in addition to Title 18 violations (Section 3).

Deletes the requirement that employers direct insurance and annuity transactions for employer-owned life insurance policies through Delaware-licensed agents or brokers (Section 4).

Corrects a typographical error in § 3819 by changing the citation reference from "3803(a)(4)" to "§ 3803(c)(4) and (5)" (Section 5).
