Designates existing §§10301-10308 of Title 16 as Subchapter I and establishes the Delaware Health Information Network (DHIN) as the State's sanctioned provider of health information exchange services.

Creates a new Subchapter II establishing the Delaware Health Care Claims Database to collect health care claims data from mandatory reporting entities (state employees, Medicaid, qualified health plans, and federal plans) and voluntary reporting entities to enable data-driven improvements in health care access, quality, and cost.

Requires mandatory reporting entities to submit required claims data including demographic information, episode of care details, diagnosis codes, insurance product type, and pricing information by established reporting dates.

Authorizes the DHIN Board to determine which requesting parties may access claims data for purposes consistent with the subchapter; protects proprietary pricing information from competitors and ensures compliance with federal privacy laws including HIPAA and HITECH Act.

Prohibits the DHIN from charging mandatory reporting entities or providers fees to submit claims data or operate the database, though the DHIN may charge subscription fees to voluntary users and pursue public/private grant funding for database operations; effective January 1, 2017.
