Amend § 514A of Title 14, Delaware Code to modify charter school renewal decision requirements for approving authorities.

Require approving authorities to consider improvements schools have made to address deficiencies identified in renewal reports.

Grant charter renewal to schools that achieve Adequate Yearly Progress in their academic framework and meet organizational and financial standards, with applications submitted by September 30, 2014 receiving automatic renewal if standards met.

Ensure renewal decision data remain available to schools and the public, and require public reports summarizing the evidence basis for each renewal decision.
