Increases the minimum Child Placement Review Board membership from 50 to at least 50 members, removing the requirement that members be residents of their appointed county for at least 1 year before appointment.

Restructures the Executive Committee to consist of 11 members: the Board Chair, 5 members elected by the Board for 3-year terms, and 5 members appointed by the Governor for 3-year terms.

Adds discrimination protections based on gender identity and sexual orientation in board member appointment procedures, and simplifies criminal background review requirements to align with Title 31 §309(a) specifications.

Grants the Board authority to administer the federal Education and Training Vouchers (ETV) program in partnership with the Division of Family Services.

Streamlines the administrative review process by consolidating purposes and procedures, clarifies reporting requirements to the Family Court, and permits electronic distribution of the annual report to the Governor and General Assembly.
