Eliminates financial obligations (fees, fines, costs, restitution) as a barrier to voter registration for individuals with felony convictions.

Removes the 5-year waiting period for individuals convicted of non-disqualifying felonies to register to vote; eligibility now depends solely on completing all sentences of imprisonment, parole, work release, early release, supervised custody, probation, and community supervision.

Maintains permanent voting disqualification for individuals convicted of disqualifying felonies as defined in Delaware Constitution Article V, Section 2.

Changes voter eligibility review process to require only the Department of Correction to verify sentence completion, removing the requirement for the Office of State Court Collections Enforcement to verify payment of financial obligations.

Makes technical corrections to terminology, replacing "county department of elections" with "county office of the Department of Elections" throughout the statute.
