Eliminates automatic removal of registered voters from the Town of Laurel's voter rolls for failing to vote in two consecutive General Municipal Elections.

Registered voters remain on the Books of Registered Voters until they move out of town or die, rather than being removed for inactivity.

Maintains existing voter registration requirements including age eligibility, U.S. citizenship, 30-day residency, and registration at the Town Manager's office by the fourth Thursday in February of election years.

Requires voters to register only once instead of having to reregister after missing two consecutive elections with contested offices.
