Adds "agricultural structure" definition and establishes that Department shall adopt standard plans for agricultural structure construction rather than requiring individual sediment and stormwater management plans.

Exempts land disturbing activities of 1 acre or less (excluding non-residential properties) and utility projects disturbing less than 5,000 square feet from chapter requirements.

Allows agricultural land disturbing activities on 10 acres or less to use standard plans instead of detailed sediment and stormwater management plans.

Exempts non-erosive stormwater conveyances draining into tidal areas from quantity management provisions.

Extends plan validation period from 3 years to 5 years and changes program review frequency from every 3 years to every 5 years.
