Renames "instant bingo" to "instant or sealed game" throughout Delaware's charitable gaming statutes and simplifies the definition to mean "any pull-tab game"

Adds a new definition for "members only game" as any game of chance open only to members of the sponsoring organization

Confirms that instant or sealed games are permitted during any event sponsored by a licensed entity, regardless of day or time

Establishes a $500 maximum prize limit for any single members only game, with participation restricted to those who provide proof of membership in the sponsoring organization or its parent organization

Maintains existing charitable gaming rules allowing unlimited betting and winnings, except that no person may lose more than $150 in a single day (this $150 daily loss limit does not apply to members only games where the $500 prize cap applies instead)
