Removes geographic restriction limiting the Sterile Needle and Syringe Exchange Program to the City of Wilmington, allowing it to operate statewide in Delaware.

Expands the Oversight Committee to include representatives from each county in Delaware and the City of Wilmington, rather than Wilmington-only representation.

Adds communicable disease testing (beyond HIV testing) to program services when available and improves follow-up to ensure participants are retained in treatment.

Updates data collection requirements to track communicable disease testing and measure impact on hepatitis transmission among injection drug users and their contacts.
