Establishes a dedicated "Waterway Management Fund" comprising 50% of boat registration fees collected under Title 23, effective January 1, 2017, for maintaining Delaware's public waterways.

Defines "Waterway Management" to include dredging, channel marking, debris and derelict vessel removal, sediment beneficial use, and bathymetric surveying for commercial and recreational waterways.

Increases boat registration fees: Class A from $10 to $20 annually, Class 1 from $20 to $40, Class 2 from $30 to $60, Class 3 from $50 to $100, and Class 4 from $60 to $120 per year.

Authorizes the Department to use waterway management funds for preservation and maintenance of the State's waters and permits the Secretary to direct additional waterway management services as identified.

Increases service charges that private licensing agents may add to boat registration and boat ramp certificates from $1.50/$0.75 to $5.00/$1.50 respectively, retained by agents to offset processing costs.
