Reduces the Adult Correction Healthcare Review Committee from 7 to 6 members, requiring appointment by the Governor and confirmation by the Delaware State Senate.

Specifies the 6 required member positions: a Delaware licensed physician, psychiatrist, psychologist, registered nurse, member of the Delaware Bar, and an expert in substance abuse treatment.

Changes the appointment method so professional organizations (Medical Society of Delaware, Delaware Psychiatric Society, Delaware Psychological Association, Delaware Nurses Association, and Delaware State Bar Association) may submit recommendations to the Governor rather than directly appointing representatives.

Removes the 2 consecutive 3-year term limit for Committee members, allowing them to serve consecutive terms without restriction.

Establishes the Chief of Correctional Healthcare Services as an ex officio non-voting member and requires the Committee to elect its chair annually by majority vote.
