Establishes a statewide stroke care system in Delaware by designating acute health care facilities as comprehensive stroke centers, primary stroke centers, or acute stroke ready centers based on Joint Commission or equivalent nationally recognized accreditation.

Creates a standing Stroke System Committee appointed by the Director of Public Health with representation from stroke specialists, emergency physicians, nurses, prehospital providers, hospital administrators, and other healthcare professionals to provide advisory recommendations on stroke system operations and policies.

Designates the Office of Emergency Medical Services within the Division of Public Health as responsible for developing, implementing, and maintaining Delaware's inclusive statewide stroke care system, with coordination through a Memorandum of Agreement with the State Fire Prevention Commission for basic life support services.

Requires the State Stroke System Plan to address prehospital care, prevention, hospital care standards, rehabilitative care, continuing education, and system evaluation including data collection and registry maintenance.

Protects confidentiality of Stroke System Committee records and proceedings related to medical review and quality care review, exempting them from public records disclosure and use in judicial or administrative proceedings.
