Establishes the Delaware Motion Picture and Television Development Commission as a 9-member body consisting of the Secretary of Finance, Secretary of Natural Resources and Environmental Control, 3 members appointed by the Governor, 2 members appointed by the President Pro Tempore, and 2 members appointed by the Speaker of the House.

Members serve at the pleasure of the appointing authority, with those serving by position able to appoint designees to serve in their stead.

Commission operates under the Delaware Department of Finance with administrative support from the Office of the Secretary of Finance and may organize itself including electing a chair, requiring majority vote for actions.

Grants Commission power to adopt rules, hold hearings, request assistance from state agencies, accept federal and private funds, coordinate with local councils, create advisory councils, and secure location permits for film and television productions.

Requires Commission to develop and implement programs promoting motion picture and television industry including distributing promotional materials, facilitating government and private sector cooperation, and appearing before government agencies on industry matters.
