Relocates the chapter governing constables from Title 10 to Title 24 of the Delaware Code, aligning constable licensing with other Delaware State Police licensing boards.

Establishes a five-member Board of Examiners of Constables composed of the Delaware State Police Superintendent, New Castle County Police Director, Attorney General, a Delaware Police Chiefs Council representative, and an American Society of Industrial Security representative.

Sets minimum qualifications for commissioned constables including age 21 or older, no felony convictions, no disqualifying misdemeanors within seven years, and no dishonorable discharge from military service.

Limits constable jurisdiction to their employment location(s) and requires constables to contact local law enforcement upon making arrests or conducting searches, with investigations handled by local law enforcement agencies.

Grants the Board authority to deny, suspend, or revoke constable commissions for violations, establishes disciplinary procedures with Board hearings and appeal rights to the Department Secretary, and exempts constables from coverage under the Law-Enforcement Officers' Bill of Rights.
