Establishes Chapter 51A to allow forfeiture of Delaware state pension rights for employees convicted of specified felonies including murder, rape, sexual abuse of children, trafficking, and child exploitation.

Applies only to employees without vested pension rights as of the enactment date and to crimes committed after enactment; does not affect previously vested benefits.

Requires Board of Pension Trustees to order pension forfeiture upon conviction, with payments suspended during appeal and reinstated if conviction is reversed on final judgment.

Provides spousal survivor pension benefits if the spouse has "clean hands" (did not conspire in or abet the crime); otherwise spouse is also treated as deceased for pension purposes.

Requires any return of employee contributions to first satisfy court-ordered restitution judgments for losses resulting from the crime.
