Creates an 11-member Redistricting Commission for the State of Delaware to be appointed every 10 years following the federal decennial census to redistrict state legislative districts.

Commission composition: 10 members appointed by House and Senate leadership (one each from Speaker, Majority Leader, Majority Whip, Minority Leader, and Minority Whip of both chambers) plus an 11th Chair elected by the 10 members by February 10th, with judicial panel selection if vote is tied.

Establishes eligibility restrictions: no current elected officials, registered lobbyists (within one year), campaign committee officers (within two years), state political party officers, or candidates for General Assembly in the following election; all members must be state residents and qualified voters.

Requires transparent process including public website, four public hearings (one per county plus Wilmington), preliminary plan by mid-May, and final plan submission by June 15th, with General Assembly approval needed by majority vote.

If General Assembly fails to enact a redistricting plan by September 30th, a judicial panel of the Chancellor and a Superior Court Judge (from different political parties) shall create a final, binding redistricting plan by November 30th.
