Amends Article VIII of the Delaware Constitution to add a new Section 12 restricting expenditure of moneys in special funds with dedicated revenue sources.

Applies to special funds created after June 1, 2016, that have limitations on the percentage or amount of revenue source available for non-capital operating or administrative expenses.

Prohibits expenditures exceeding the established limits unless authorized by a separate act of the General Assembly approved by three-fourths of all members elected to each house.

Exempts such authorizing legislation from being included in annual budget acts, bond and capital improvement acts, or grants-in-aid acts.

Creates a constitutional "lock box" mechanism to protect dedicated revenue sources in special funds from being redirected to non-capital purposes without supermajority legislative approval.
