Establishes a permanent Delaware Pathways Steering Committee consisting of 15 members representing education, labor, economic development, business, non-profit, and legislative sectors to set strategic direction for workforce development initiatives.

Committee members include designated officials from Department of Education, Department of Labor, Economic Development, Delaware Workforce Development Board, State Board of Education, Delaware Technical and Community College, one school superintendent, two business representatives, two non-profit members, and four legislative members.

Steering Committee must meet at least semiannually and perform annual duties including advising the Governor and General Assembly on priorities, reviewing statewide program policies, providing guidance to implementing agencies, setting annual goals, and increasing participation in Delaware Pathways programs.

Committee members serve renewable 2-year terms, with initial appointments staggered at either 1 or 2 years; the Governor designates a Chairperson biennially and provides administrative support through the Department of Education.

Committee shall appoint a leadership team to manage operational development of the Pathways Program, including curriculum development, professional development oversight, internship programming, and budgetary tracking.
