Establishes that property or material alleged to constitute child pornography must remain in the care, custody, and control of either the State or the Court in criminal proceedings.

Prohibits courts from granting requests by defendants to copy, photograph, duplicate, or otherwise reproduce child pornography, or ordering production of such reproductions, provided the State makes the material reasonably available for inspection.

Defines "reasonably available" as the State providing ample opportunity for inspection, viewing, and examination at a state or governmental facility for the defendant, attorney, and expert witnesses.

Overrides Superior Court Criminal Rule 16 and other rules or laws that would otherwise require production of copies or reproductions of alleged child pornography.
