Amends Delaware Code Title 11, Chapter V, Section 1448A to prohibit licensed firearms importers, manufacturers, and dealers from selling, transferring, or delivering firearms to persons on the Federal Government's terrorist watch list or no-fly list.

Extends the prohibition to include any other list used by the Transportation Security Administration for identifying individuals prohibited from boarding aircraft due to terrorism threat concerns.

Applies the restriction only to the extent the Federal Government provides access to these terrorism-related lists to firearms dealers.

Maintains existing requirements for criminal history background checks through the National Instant Criminal Background Check System (NICS) prior to firearm transfers.
