Amend Delaware Code § 6047 to change federal preemption language from "may" to "shall" transition into a federal cap-and-trade program equivalent to RGGI requirements.

Specify that the Clean Power Plan (CPP) is an example of the type of national program that would trigger transition away from RGGI.

Change language from "not be abandoned" to "be suspended" regarding Delaware's RGGI program review and potential amendments associated with the 2016 Program Review.

Require suspension of Delaware's current RGGI participation until a national cap-and-trade program is fully implemented and state regulations are amended accordingly.

Mandate that any unspent RGGI funds remaining with the Sustainable Energy Utility or Department of Natural Resources and Environmental Control continue to be used for their initial intended purpose.
