Establishes a new procedure allowing mortgagees and mortgage assignees to file a "Statement of Mortgagee Address Change" with the county Recorder of Deeds to update their notice address.

Filing such a statement provides public notice of the mortgagee's new address for receiving notices regarding the mortgage or property.

Until a statement is filed, all parties remain protected by sending notices to the address listed in the original mortgage or most recent assignment of record.

Requires recorders to maintain a separate index for statements of mortgagee address changes that references the mortgagor, mortgagee, mortgage recording information, and the new address.

Provides a standardized form and acknowledgement requirements for filing the address change statement, including notarization for both individual and representative signatures.
