SB30 Summary

• Increases State's retention of video lottery equipment costs from 75% to 100%, eliminating the 25% balance previously paid from remaining proceeds effective July 1, 2015.

• Reduces State's share of gross table game revenue from 29.4% to 15% and eliminates the $13.25 million annual table game license fee effective July 1, 2015.

• Allocates 1% of video lottery proceeds to increase horsemen purses under video lottery operations effective July 1, 2015.

• Provides video lottery agents with credits of up to 5% of proceeds for marketing expenditures and up to 5% for capital expenditures, with unused amounts refunded to the State within 30 days of fiscal year end, effective July 1, 2016.

• Implements recommendations from the Lottery & Gaming Study Commission to adjust revenue sharing while maintaining State benefits, facility employment, horse racing operations, and competitive reinvestment at Delaware's three video lottery facilities.
