Requires school districts and charter schools to annually contact parents of children with disabilities to facilitate creation of parent councils that advocate for students and provide support

Mandates charter schools designate at least one staff member trained on IEP legal responsibilities and available resources, effective January 1, 2016

Prohibits schools from taking adverse employment or contract action against anyone based on statements made while advocating for a student during the IEP process

Requires the Department of Education, with the Department of Justice, to annually survey parents and children about their satisfaction with the IEP process and use results to examine school compliance

Expands required notice contents to parents before IEP meetings, including a questionnaire requesting parent/child input, draft IEP documents clearly labeled as drafts, and notice of rights to request relevant data and specific staff attendance
