Extends residency requirement for Town Council candidates from 6 months to 1 year prior to election and makes qualifications continuing requirements with failure to meet them creating a vacancy.

Updates election procedures to align with Delaware Municipal Election Laws (15 Del. C. Ch. 75), including provisions for absentee ballots, voting machines, and candidate filing deadlines (Friday before first Saturday in June Annual Town Meeting).

Changes voter qualification residency period from 4 months to 30 days and establishes a Board of Elections with minimum 3 members to oversee elections, replacing the previous Election Board structure.

Requires Annual Election to be held first Saturday in July with polls open minimum 4 hours and Board of Elections to certify results within 48 hours, with tie-breaking by coin toss.

Revises public notice requirements from 30 days to 15 days for charter amendments, tax rate changes, new taxes, borrowing, and ordinance adoption; removes mailing requirement and requires posting on Town website instead.
