Eliminates capital punishment in Delaware for all first-degree murder convictions occurring after the bill's effective date, replacing the death penalty with life imprisonment without possibility of parole or release.

Retains existing death penalty procedures, sentencing structures, and Supreme Court review processes only for defendants convicted of first-degree murder before the effective date of this Act.

Removes all statutory aggravating circumstances, jury sentencing hearings, judicial determinations of death sentences, and methods of execution that previously applied to capital cases.

Maintains life imprisonment without benefit of probation, parole, or any other reduction as the sole punishment for first-degree murder convictions after the law takes effect.
