Adds definition of "laser pointer" to Delaware Code Title 2 as any device that amplifies electromagnetic radiation and emits a beam designed to be used as a pointer or highlighter.

Creates new offense of aiming a laser pointer beam at an aircraft while it is taking off, in flight, or landing.

Establishes the offense as an unclassified misdemeanor with a mandatory fine not to exceed $575 that cannot be suspended.

Provides exemptions for research and development, FAA flight testing, Department of Defense/Homeland Security activities, law enforcement, laser tag games, and attempts to signal location or give warning signals.

Establishes venue for prosecution in the county where the aircraft took off, where the violation occurred, or where the aircraft landed.
