Amend § 1991 to change commissioner vacancy appointments from filling "the unexpired term" to a fixed 4-year term, with Senate consent required.

Change commissioner residency requirement from being a resident of the municipality or county where the court has jurisdiction to being a resident of the State.

Amend § 915 to remove the requirement that Family Court Commissioners be residents of the State "for at least 5 years immediately preceding their appointment."

Add language to § 915 specifying that vacancies in Family Court Commissioner positions shall be filled for a 4-year term by the Governor with Senate consent.

Reconcile general commissioner appointment provisions across multiple code sections to ensure consistency and uniformity in judicial appointment practices.
