Allows surviving spouses of deceased military personnel to transfer special license plates (POW, DAV, MIA, Purple Heart, valor medals, retired military, Korean War, Gold Star Family, Operation Iraqi Freedom, Vietnam War, and Operation Enduring Freedom plates) to their own vehicles that meet eligibility requirements, with no additional fee beyond standard registration.

Permits surviving spouses of Delaware National Guard and Reserves members to transfer special plates to vehicles they own upon the member's death.

Allows surviving spouses of certain nonprofit organization members (Pearl Harbor survivors, Marine Corps League, Delaware Veterans of World War 2, Buffalo Soldiers Motorcycle Club) to transfer special plates upon the original holder's death.

In cases where no surviving spouse exists, the Department of Motor Vehicles must request that the representative of the deceased person's estate return the plate within 90 days; if a surviving spouse remarries, the plate must be returned within 90 days.
