Repeals and replaces §1441A with new §§1441A and 1441B to align Delaware law with the current federal Law Enforcement Officers Safety Act of 2004 [18 U.S.C. §926B and §926C as amended in 2010 and 2013].

Creates §1441A allowing qualified active duty law enforcement officers to carry concealed firearms across state lines when carrying proper photographic identification from their agency.

Creates §1441B allowing qualified retired law enforcement officers to carry concealed firearms across state lines when carrying proper photographic identification and meeting firearms qualification standards within the past 12 months.

Defines "qualified retired law enforcement officer" as one who separated in good standing after serving 10+ years (or after service-connected disability), meets current firearms training standards at their own expense, and is not prohibited by federal law from possessing firearms.

Exempts qualified officers from state and local firearm restrictions except those on private property or government buildings; does not grant law enforcement powers to retired officers beyond what they already hold.
