Appointees must be residents of their respective county at the time of appointment and for at least 2 years immediately prior

Formalizes into constitutional law a traditional practice of maintaining geographic balance across New Castle, Kent, and Sussex counties in judicial appointments

Requires two-thirds approval from both chambers of the General Assembly as this is a constitutional amendment (first leg)
