Consolidates the Public Defender's Office and Office of Conflicts Counsel under a new Office of Defense Services with three branches: Central Administration, Public Defender's Office, and Office of Conflicts Counsel.

Replaces the title "Public Defender" with "Chief Defender" throughout Delaware Code and changes the Chief Defender's term from 6 years to 8 years for appointments made after July 1, 2015.

Prohibits salaried attorneys employed by the Office of Defense Services from engaging in private law practice, except those who established practices before January 1, 2015 are exempt for 10 years.

Modifies compensation and appointment procedures for the Office of Conflicts Counsel, with the Chief Defender overseeing attorney contracts and compensation instead of individual court appointments.

Updates all references to "Public Defender" throughout the Delaware Code (Titles 10, 11, 13, 16, and 19) to refer to the Chief Defender or Office of Defense Services as appropriate.
