Expands eligibility for secured video connection testimony to include victims of domestic violence, sexual assault, and stalking, in addition to child victims and witnesses under 11 years of age.

Changes terminology from "closed circuit television" to "secured video connection" throughout the statute.

Requires a judge to determine that in-courtroom testimony would cause serious emotional distress preventing reasonable communication before allowing remote testimony.

Permits only prosecuting attorney, defense attorney, and judge to question the witness or victim, with limited additional persons allowed in the remote testimony room to support the witness/victim's well-being.

Adds requirement that the party offering remote testimony must inform the opposing party in advance of the intention to use this method and the content of testimony to allow adequate preparation.
