Authorizes the Director of the Delaware Economic Development Office to create right-to-work zones to attract new businesses to the state.

Prohibits employers in right-to-work zones from requiring employees to join labor organizations, pay union dues or fees, or contribute equivalent payments to charities as a condition of employment.

Requires right-to-work zones to be offered to manufacturing businesses hiring at least 20 new employees.

Exempts manufacturing businesses operating in right-to-work zones from the manufacturers' gross receipts tax imposed under Chapter 27 of Title 30 for their first five years of operation in Delaware.
