Redefines "Advanced Practice Registered Nurse" (APRN) to require graduation from a graduate-level program accredited by a national accrediting body and current certification by a national certifying body in the appropriate APRN role and population focus.

Establishes specific APRN roles as Certified Nurse Practitioner (CNP), Certified Registered Nurse Anesthetist (CRNA), Certified Nurse Midwife (CNM), and Clinical Nurse Specialist (CNS) with designated population foci including family/individual, adult-gerontology, neonatal, pediatrics, women's health, and psychiatric/mental health.

Requires APRNs to use the designation "APRN" plus their role title for identification and documentation purposes, with violation of this requirement constituting unlawful practice.

Changes APRN license renewal from a separate "Joint Practice Committee" process to biennial renewal coinciding with RN license renewal, with enhanced continuing education requirements for those with gaps in clinical practice.

Expands APRN prescriptive authority to include over-the-counter, legend, and controlled substances within their role and population focus, while establishing detailed prescription requirements including prescriber information, patient name, drug details, and DEA numbers for scheduled drugs.
