Establishes the Newborn Screening Program in Delaware Code Chapter 8C to screen newborns for metabolic, hematologic, endocrinologic, immunologic, and certain structural disorders within 72 hours of birth.

Creates a 13-member Newborn Screening Advisory Committee appointed by the Governor to advise the Director of Public Health on screening policies, disorders to include on the screening panel, treatment, and follow-up care.

Requires hospitals, birthing centers, and other birth attendants to obtain blood specimens and perform or arrange screening for Critical Congenital Heart Defects prior to 72 hours of age.

Allows parents to elect not to participate in screening, blood spot storage, or electronic health information exchange sharing, provided they receive informed consent that includes understanding the consequences of declining testing.

Specifies that blood specimens are retained for three years and sets fees determined annually by the Director in consultation with the Advisory Committee, with a provision that no newborn shall be denied testing due to inability to pay.
