Creates a "driving privilege card" for undocumented immigrants who cannot provide proof of legal presence in the United States but can demonstrate other required documentation and Delaware residency for the preceding two years.

Driving privilege cards are valid for 4 years (renewable on the applicant's birthday), cost $20, and are explicitly marked "Driving Privilege Only" and "Not Valid For Identification" on the face.

Applicants for driving privilege cards must complete a criminal background check process through the State Bureau of Identification, including fingerprinting and review of Delaware state criminal databases, with federal checks required if conflicts are identified.

Applicants must provide documentary evidence of name, date of birth, social security number (if eligible), sex, Delaware residence address, and proof of filing Delaware income tax returns or being claimed as a dependent on a Delaware return for the preceding two years.

All personal identifiable information collected from driving privilege card applicants shall be kept confidential and used only for purposes that would apply equally to standard driver license applicants; the bill becomes effective 180 days after enactment.
