Increases the penalty for terroristic threatening that causes evacuation of a building, place of assembly, or facility of public transportation from a class G felony to a class E felony.

Maintains existing penalties for other terroristic threatening violations, including class A misdemeanor for threats of serious crimes (upgraded to class G felony if victim is 62 or older).

Keeps class G felony penalty for false statements made in reckless disregard of risk of terror or serious inconvenience, unless committed at schools or long-term care facilities for elderly persons (class F felony in those cases).

Preserves first offense exception allowing persons 17 years old or younger convicted under paragraph (a)(2) to be charged as class A misdemeanor instead of higher felony grades.

Maintains existing mandatory penalties including fines of $1,000-$2,500 and minimum 100 hours community service for paragraph (a)(2) violations, and minimum $2,000 fine for paragraph (a)(3) violations.
