Clarifies that school buses must stop at railroad grade crossings regulated by traffic-control signals or protected by crossing gates or flashing lights.

Removes the blanket exemption for school buses from railroad crossing stop requirements, establishing separate stopping rules for school buses in new subsection (c).

Maintains existing exemptions from stopping requirements at crossings controlled by police officers or human flaggers, and at crossings with official notice that stopping is not required.

Makes grammatical and stylistic updates to Delaware Code Section 4163 to align with Delaware Legislative Drafting Manual guidelines.
